NEW DELHI: The serial blasts that rocked the Capital on Saturday have underlined the urgency for an apex body to coordinate among various intelligence organisations. Security agencies say a final decision on the long-pending proposal will be taken soon.
National security advisor M K Narayanan is understood to favour the proposal that is on PM Manmohan Singh's desk, sources in the government told TNN.

Mooted by the Kargil Committee headed by K Subrahmanyam during NDA era, the proposal has received due attention by UPA government. It has even been scrutinised and fine-tuned by another committee, set up two months ago.
A group of ministers (GoM) has also recommended the creation of an apex body, sources said. India would be following a trend since 9/11, which has seen the US, UK and others countries revamping their intelligence organisations to ensure the elimination of security lapses.

The proposal envisages a body, headed by a retired director of Intelligence Bureau, comprising of a team of dedicated officers drawn from concerned organisations.
The basic task would be to coordinate among the Research and Analysis Wing (RAW) of the cabinet secretariat, the Army's Directorate General of Military Intelligence, the intelligence set up of other services and the Intelligence Bureau.
This would be "at a higher level and with more teeth" than what the erstwhile Joint Intelligence Committee performed and goes beyond what the National Security Council's secretariat is presently performing.
